Email notifications

Rafael Ávila de Espíndola
It looks like the only way to get email notifications of commits in
github is via "Service Hooks/Email". Would it be OK to add rust-dev to
it (or maybe a new rust-commits?).

I'd prefer a separate rust-commits list.

github will post commit messages here, so if you want to track rust
commits you can subscribe to it. please don't post anything to that
list, it's just for broadcasting the github commit notices

(I'll try to make it auto-discard any non-commit posts anyways, still
fussing with the interface).
